President Donald Trump’s sweeping fiscal and budget plan is facing obstacles in the Senate, where Democrats have deployed a rare tactic to slow its progress:
the full, out-loud reading of all 940 pages of the bill—a procedural maneuver designed to drag out the legislative process.
The move began Saturday night after a 51-49 vote to formally open debate.
According to legislative sources, the public reading had already surpassed 12 hours by Sunday, turning into an unusual spectacle in the upper chamber as the nation prepares for the July 4 holiday.

Senate Minority Leader Chuck Schumer defended the maneuver as an exercise in transparency.
“The Republicans won’t tell Americans what’s in the bill, so Democrats are forcing its reading from start to finish,” Schumer declared, stressing what he says is the secrecy with which Trump’s tax plan has been negotiated.
After the full reading, the Senate will have up to 20 hours of debate to review amendments before a final vote.
Any version approved would then have to return to the House of Representatives for reconciliation before reaching the Oval Office.

Though Republicans hold the majority in both chambers, there is not unanimous support for the bill.
Some senators have expressed concerns about the social program cuts included in the proposal, worried about the impact on their districts and the potential political fallout.
Trump’s tax plan, passed by the House of Representatives on May 22, would increase the national debt by $3.9 trillion over the next decade, according to the Congressional Budget Office (CBO).
That revised figure far exceeds the initial estimate of $2.4 trillion, fueling internal debate within the party.
Trump Pushes for Passage of his Tax Plan Before July 4
President Trump is pressuring his party to approve the tax plan before the Independence Day holiday.
In interviews and posts on Truth Social, he has defended the measure as a historic boost to economic growth, promising lower taxes, exemptions for tips and overtime pay, enhanced border security, and benefits for farmers and manufacturers.
“When you cut, you have to be careful because people don’t like cuts if they’re used to something. I want to do it through growth,” Trump said Sunday, reiterating his goal of passing the legislation this week.
