Scenes of violence erupted on one of downtown Los Angeles’ busiest streets, sparking public outrage and heated debate.

Four plainclothes, masked agents shoved 23-year-old Luis Hipólito to the pavement, pinning him down against the curb.

One agent wrapped his arm around Hipólito’s neck while the young man showed clear signs of struggling to breathe.

“Are you going to let him die?” shouted a passerby as a crowd gathered around the agents.

Tension ran high, with shouts demanding the agents release Hipólito.

As they attempted to lift him, Hipólito’s legs began trembling and collapsing.

His head fell backward, and his body convulsed violently, marking the onset of a seizure.

Several bystanders captured the incident on video, which quickly went viral on social media within hours.

The video’s spread sparked fury among immigrant rights advocates, civil rights organizations, and local community members.

The episode reignited questions about the methods used by ICE in public spaces, and the violence reportedly employed during arrests.

Thousands of online comments criticized the risks posed by aggressive enforcement under the Trump administration in Los Angeles, where agents have been conducting immigration raids on busy streets without clear operational plans.

In an Instagram post by attorney Steven Donziger, he wrote:

“On a day when the U.S. Supreme Court granted even more authoritarian power to Trump, the President’s masked ICE agents continue terrorizing citizens on America’s streets. Watch the chilling video from the @latimes.”

The Los Angeles Times reports that the video shows anonymous ICE agents violently tackling a man who was attempting to film them as they carried out warrantless arrests against street vendors in Los Angeles.

Luis Hipólito reportedly began convulsing after agents pepper-sprayed him and slammed him to the ground.

Hipólito was later charged with assaulting the officers who assaulted him.

Such incidents, advocates say, are happening multiple times daily across the U.S., especially in urban areas with large minority populations.

Meanwhile, a new report this week revealed that only 8% of all immigrants arrested by ICE have serious criminal records, despite Trump’s claim that enforcement targets “the worst of the worst.”

According to data compiled by the Transactional Records Access Clearinghouse, arrests of immigrants without criminal records have surged by 800% compared to Biden-era figures.

In the same Instagram post, attorney Donziger warned:

“In my opinion, Trump’s witch hunt against immigrants—mostly Black and Latino—has nothing to do with public safety, as he claims. It’s about the Trump-Miller plan to destroy the very idea of a multi-ethnic society and build a country based on white Christian nationalism.”

Donziger concluded forcefully:

“Pure cruelty. Why isn’t Los Angeles Mayor Karen Bass (@mayorofla) ordering city police to arrest these armed, masked men who are kidnapping residents of the city?”

This incident has reignited the debate over ICE’s role, police violence, and the way immigration policies are enforced in sanctuary cities.

Human rights organizations are demanding independent investigations, disciplinary action against the agents involved, and sweeping reforms in how immigration authorities operate.

The Trump administration continues to defend its hardline policies as efforts to protect public safety, while critics describe them as a systematic assault on minority communities.

The case of Luis Hipólito has become a symbol of rising tensions between federal immigration authorities and cities striving to shield immigrant communities.
