Historic rainfall hit much of the Milwaukee metropolitan area between the night of August 9 and the early hours of August 10.

The downpour, part of a larger system affecting the central United States, triggered flash floods that brought the region to a standstill.

Jacqueline Zeledón, a resident of northwest Milwaukee, said a meter of water flooded her basement after 2 a.m.

Four neighbors reported water levels up to their thighs inside their homes.

She described how, as she looked out onto the street, she saw debris floating downstream.

In some areas, the force of the water tore manhole covers from their places.
