Trump’s fiscal plan had faced multiple legislative hurdles.
After an initial approval in the Lower House on May 22, it went through the Senate where Vice President JD Vance had to cast the tie-breaking vote last Tuesday.
This Thursday, the Lower House held the final vote after overcoming a last-ditch effort by Democratic Minority Leader Hakeem Jeffries, who delivered an 8-hour and 45-minute speech to delay the process.
The Republican caucus, with a slim margin, could only afford three defections. In the end, two lawmakers broke ranks with the party, but it wasn’t enough to block the approval.

House Speaker Mike Johnson ramped up pressure on undecided lawmakers in recent days.
Before the final vote, Johnson issued a forceful call on the House floor:
“This could be the most important vote any of us ever take in our entire lives. (…) The President is waiting with his pen. The American people are waiting for this relief. We’ve heard enough. It’s time to act. Let’s finish the job for him by voting yes.”
The Republican leadership’s goal was clear: to ensure the fiscal plan would be ready for Trump’s signature on July 4, turning it into a symbolic achievement for him on a key patriotic day.
Contents of the Plan
Dubbed by Trump as the “big and beautiful bill,” the plan aims to make permanent the tax deductions enacted during his first term (2017–2021).
These tax cuts have been criticized by the opposition for disproportionately benefiting the wealthiest sectors.
In addition, the legislation includes significant budget cuts that will impact social programs such as Medicaid.
It also calls for a substantial increase in spending on border security and defense—two central priorities of the Republican agenda and of Trump himself as he heads into the election campaign.
