Those heading out to celebrate Halloween or go trick-or-treating this weekend should prepare for shifting weather conditions, according to meteorological forecasts.
A storm moving from the Tennessee Valley toward the Northeast will bring heavy rain and showers, with daytime highs between 4°C and 10°C (39°F to 50°F) across the interior Northeast.
This surge of moisture will mainly affect inland areas, making the atmosphere colder than usual for late October.
Cities along the central Atlantic coast, such as Philadelphia and New York, will enjoy slightly milder conditions, with highs of 15°C to 16°C (59°F to 61°F) on Thursday. However, a sharp drop in temperatures is expected by Friday.

During Thursday afternoon and evening, AccuWeather RealFeel® temperatures will hover in the 30s and 40s Fahrenheit throughout the Northeast, dropping further by Friday with stronger winds behind the storm.
Meteorologists warn that the wind will make it feel even colder, especially at night.
“To handle the windy conditions, parents and children still planning to go outdoors might need one or two extra layers of clothing,” said Bob Larson, senior meteorologist at AccuWeather.
On Friday, winds are expected to be stronger, particularly in coastal and elevated areas, making outdoor activities more difficult.
Relative Calm in the Central and Western U.S.

While the Northeast braces for a windy and rainy Halloween, conditions across the central and western United States will be more favorable.
In the Great Plains, the weather will be mostly stable, with only a few scattered showers from North Dakota to the Great Lakes region.
This scenario will allow parades and Halloween festivities to take place more normally, though cool air will still be present at night.
In the Pacific Northwest, however, the situation will be different
Starting Friday, a storm will move inland, bringing rain to Seattle and later to Portland, Oregon, over the weekend.
Meteorologists forecast stronger coastal winds, though gusts exceeding 25 mph are not expected to spread too far inland.
Potential Storm along the Gulf Coast and Changing Conditions
In the Southeast, meteorologists are monitoring a potential storm system that could form along the Gulf Coast during the second half of the weekend.
Intermittent rain and thunderstorms are expected in some coastal areas, though the impact will depend on how the weather system evolves.
By Sunday, the Northeast should see a brief break with drier conditions, although a persistent breeze will keep temperatures cool.
Meanwhile, in the mountainous regions of the Northwest, rain and snow will gradually diminish toward the end of the weekend, allowing for more stable weather as the new week begins.
Overall, the Halloween weather forecast suggests highly variable conditions depending on the region: cold and windy in the Northeast, rainy in the Northwest, and calmer in the central states.
