U.S. Immigration and Customs Enforcement (ICE) is arresting Latino communities “disproportionately” in New York, with Ecuadorians at the top of the list, according to a report published this Tuesday.

The document was prepared by the New York Immigration Coalition (NYIC) along with professors Chloe East and Elizabeth Cox from the University of Colorado.

The analysis is based on ICE data covering more than 252,000 administrative detentions across the United States.

ICE Detains Latinos in New York, According to Report

“Latino communities are being targeted in their neighborhoods and homes, often regardless of their criminal history,” said NYIC Vice President of Policy Mario Bruzzone.

Bruzzone described ICE’s actions as “discriminatory” and called for a political and legislative response to protect these communities.

“Our analysis shows a sharp and consistent pattern: Latino communities, especially men, are being disproportionately targeted by ICE,” said Professor East.

In New York, Ecuadorians account for 24.9% of ICE detentions.

Mexicans represent 9.9%, Guatemalans 8.4%, and Hondurans 6%.

Colombians account for 5.1%.

All of these groups together make up less than 6% of the non-U.S. immigrant population in the state—underscoring the scale of the ICE arrests of Latinos in New York.

Crackdown on Latino Men

The report highlights that “immigrants from Central and South America make up 25% of New York’s immigrant population,” yet represent “64% of ICE arrests.”

Latino men emerge as the main targets of these detentions.

They account for 89% of arrests.

However, they represent only about half of the immigrant population nationwide and less than half in New York.

The document warns that media attention often focuses on courthouse arrests, but the dominant trend is community-based detentions.

These actions have driven an increase in ICE community raids.

Those most affected are Latino men with no criminal history, according to the report.

Changes Under the Biden Administration and Economic Effects

The report indicates that many arrests take place in private homes, workplaces, and on street corners.

They are often not linked to individuals with criminal records or active legal proceedings.

The analysis points to a shift compared to the administration of former President Joe Biden.

Under Biden, ICE relied more heavily on “custodial arrests,” which focused on individuals involved in criminal activity.

These arrests previously doubled community-based detentions. In New York, that ratio has reversed.

The state now records “five community arrests for every custodial arrest.”

The findings warn that projected deportations could eliminate half a million jobs in New York.

Approximately 150,000 of those positions are in the construction sector.

The report also cautions about risks to the state’s diversity and cultural dynamism—key consequences of the ongoing ICE arrests of Latinos in New York.
