According to the EFE news agency, an impostor used artificial intelligence tools to mimic the voice and writing style of the U.S. Secretary of State, Marco Rubio, with the goal of obtaining sensitive information from American and foreign officials.

On Tuesday, details of the scheme came to light after the publication of an internal State Department cable obtained by The Washington Post, revealing the extent of the attempted fraud.

The document, dated July 3, warns that the impostor contacted at least five individuals outside the State Department, including three foreign officials, a U.S. governor, and a congressman.

So far, authorities have not identified who is responsible. However, they believe the purpose was to manipulate the targets into providing confidential information or access to official accounts.

Impostor Uses AI and Sparks State Department Investigation

According to the initial investigation, the impersonation attempts began in mid-June through text messaging apps such as Signal, which is known for its security and frequent use in official communications.

A senior State Department official confirmed to The Post that the impostor left voice messages on Signal for at least two people and sent text messages inviting them to communicate, all while posing as Rubio.

To make the ruse more convincing, the individual created a fraudulent email account using the address “Marco.Rubio@state.gov” and even managed to impersonate other State Department officials by sending emails crafted to look official.

State Department spokesperson Tammy Bruce said the department “takes the matter very seriously” and assured that steps are being taken to prevent similar incidents in the future.

Measures to Prevent Identity Theft Using AI

“Right now it’s problematic to share details. I can’t give more information about either the actions we’re taking or those we plan to take. But you’ll know when it happens,” Bruce said when asked about the investigation.

The State Department has not shared details about the specific communications or the names of the officials involved, though it reiterated its commitment to conducting a thorough investigation.

It also emphasized that it will continue implementing security measures to prevent incidents like this from happening again, in a context where the use of AI for identity fraud has become a growing threat.

The attempt to impersonate Marco Rubio is part of a series of recent incidents that have exposed vulnerabilities in the security of communications among senior officials in President Donald Trump’s administration.

AI Fraud and National Security

In May, an individual gained access to the phone of the White House Chief of Staff, Susie Wiles, from which they made calls and sent messages to senators, governors, and corporate executives pretending to be her, sparking an FBI investigation.

This pattern of attacks reflects a troubling trend in which artificial intelligence is used to refine scams and exploit trust in supposedly secure channels like Signal.

In fact, the messaging app itself was at the center of a political scandal last March when a journalist was accidentally added to a group where senior officials in the Trump administration—including Secretary of Defense Pete Hegseth—were sharing highly classified military information.

Experts warn that the ease of mimicking voices and writing styles using AI poses enormous challenges for national security and the protection of sensitive information.
